Bi-Annual Homeowners Meeting

Lynn Veatch, President of HOA, welcomed homeowners and guest speakers to the meeting.

Guests:
Sergeant Tom Dalinski from Charleston City Police Department shared crime prevention tips with homeowners. Most common complaints for Grand Oaks are noise disturbances, pool vandalism, illegal parking, and animal control issues. Sergeant Dalinski recommended homeowners keep their car doors locked at all times and do not leave valuables in the care. He also recommended that homeowners keep the serial numbers of their appliances and other household items so they can be tracked if stolen.

Matt Compton from the Charleston City & Parks Department gave a presentation on the new Bees Ferry Park which is scheduled to open Jan, 2010. Everything is being built with the exception of the pool; funds are still being raised for this project. The gym will be a multi-purpose room with concession stands. There will be two baseball/softball fields; six tennis courts lit with shoe box lights; a nature trail; a dog park with run area; a playground.

The park will serve 12,000 to 13,000 people, the projected number of residents of Grand Oaks. New roads will not be ready by park opening as developer has put this on hold due to current economy.

Homeowners discussed possibility of having a walkway from our neighborhood to the new park. Board members will investigate this further.

Board Reports:
L. Veatch reported on the proactive approach by Board members and Courtenay Brack, Property Manager and many improvements have been completed such as: staying on budget with expenses; improved website with frequent updates; bidding of landscape contract; installation of Auburn Hills light fixture; 2008 Christmas decorations at entry way.

The Board and Courtenay are working hard to ensure problematic behaviors are eliminated in our neighborhood. Homeowners are encouraged to report incidents to police when they occur. Common complaints are loud bass stereo from passing cars; multiple cars parked in driveway and on street; cars blocking sidewalks or driveways.

L. Veatch discussed change of landscaper from Rea Landscaping to Down to Earth which will begin on June 1, 2009. C. Brack will meet with new landscape company to ensure they use appropriate access areas in our neighborhood.

Neighborhood Programs/Covenants & Restrictions:
S. Boykin discussed Yard of the Month, Best Holiday Yard, programs created to instill pride in home ownership. Front entrance to neighborhood was decorated for the first time this past Christmas with the assistance of Ron and Jessica Byrd.

Lawn care, weed control, pressure washing, concealment of trash cans, commercial vehicles are all areas that require adherence to our covenants and restrictions. Another area of concern is renters not given a copy of our covenants and restrictions. The Board is working hard to rectify this problem. Homeowners are encouraged to contact a member of the Board or Property Manager if they observe a violation of our covenants.

ACC:
Ron Byrd is running to chair this committee. He provided an explanation of the role of the ACC chair and thanked former chair, Chris Eversole, for assisting him in learning the guidelines for this committee. Ron asked homeowners to submit applications for any fences, patios, satellite dishes they wish to install. The ACC role is to ensure that our property values remain intact and covenants are followed.

Security/Covenants & Restrictions:
J. Henrikson reported for L. Tittle. Jon asked homeowners to limit cars parked in driveway to 2 per home. This covenant is frequently violated. Homeowners are to refrain from parking boats or commercial vehicles in their driveway.

A security system has been installed at the pool to reduce vandalism. Any homeowner seeing suspicious activity should call the police. Lights have recently been replaced at the pool.

The pool will open on May 1. Please respect pool laws. Glass bottles are prohibited due to safety hazards.

Jon asked pool visitors to please close umbrellas prior to a storm and at the end of the day to extend their use. Crepe myrtles will continue to be trimmed during the season in order to maintain a cleaner pool.

Inspections & Communications:
C. Brack discussed frequent inspection of our community to check on overall maintenance and covenant and restriction control. Prompt and efficient service in a professional manner is the aim of Charleston Green Commercial.

Financial Update:
As of 3/31/09, the HOA has $20,931.76 in a CD earning 4% and $25,307.32 in a MMA earning 2.5%. As of April 23rd, the checking account balance is $39,102.11.

Closing Remarks:
L. Veatch thanked everyone for coming. Ron Byrd was elected to chair the ACC Board. Meeting was adjourned at 7:30 PM.
